How can a dog get like this?

Sampson was picked up on Friday, February 18th, late in the day by dog control. He was found lying in a yard in the snow curled in a ball. He was brought to us for help. Sampson had no collar or identification. He is one of the most emaciated dogs we have seen that is still living. He can barely walk or hold his head up. He shakes constantly as he has no body fat to keep him warm. Sampson manages to drink five gallons of water down his first night and is hand fed canned food by our staff.

We are not sure he will make it through the night.
