New York’s Companion Animal Care Standards Act was enacted to ensure that homeless companion animals in shelters and rescues receive safe, humane, and consistent care. For the first time, the law establishes clear, enforceable standards that replace a fragmented and largely unregulated system. It introduces mandatory licensing, uniform training, detailed record keeping, and improved staffing requirements for all facilities that care for homeless animals. While many shelters have made great strides over the years, it became clear that existing standards were not enough. Under the new regulations, every dog shelter must now meet or exceed the state’s updated requirements.
NCCR’s current building, originally a machine shop, has served us well for nearly 25 years. However, bringing it into full compliance with the new standards would be extremely difficult. While limited upgrades are possible, the age and condition of the building mean we would be investing heavily in temporary fixes rather than lasting solutions.
A new shelter will allow us to provide the dogs with a safer, more comfortable environment—complete with proper temperature control, ventilation, and noise reduction to help lower stress. The facility will include space for up to 17 dogs, as well as dedicated meet-and-greet, grooming, and laundry rooms, plus an office and conference room. It will also be fully ADA-compliant and built to meet modern standards for animal care and safety.
